School discipline, a responsibility of both Deans of Student (within the bargaining unit) and Assistant Principal (not within the bargaining unit) was held to be a bargaining unit function with regard to historic practice of primary referral to Deans. This denied the school system the ability to reorganize this function based on declining enrollment and budgetary constraints without negotiating the change with the union.
